Week 4

Company  : Provincial Government of Davao del Norte
Address     : Capitol Compound, Mankilam, Tagum City
Date           : May 24-26, 2017

On May 24, I am busy finalizing my survey questionnaire for the research study. I have consulted my mentors, and they relay the information to the program manager. The program manager approved the questionnaire. Before it can be conducted, A memo was requested by Mr. Edwin from the provincial administrator for the conduct of the survey. Since my two mentors were not around at this time because they also attended a seminar training for 5 days in Davao City, they communicated through their staff to assist me with the release of the memo. Due to a busy schedule, the memo was signed by the provincial administrator yesterday morning. Three staff which was assigned to assist me distributed the questionnaire to the identified participants of the survey.

Unluckily, most of the department heads and some staff identified in the survey were not around. Some also requested that they will give the survey questionnaire back on Monday, May 29. I have to wait for the surveyed data for me to be able to analyze the result and be able to complete the research study which is due for presentation on May 29 for this course and also needed by the e-Governance team as part of the documentation to be presented for their application to e-Governance Award of DICT on May 30.

Address     : Capitol Compound, Mankilam, Tagum City
Date           : May 22-23, 2017

On May 22, I meet with my mentors in their temporary office. They ask me about the status of the research work that they require of me. They want to know about the methods that I am going to used because they wanna help gather the data. I told them I’m still finalizing the framework to be used in my research study. I stay there for only two hours for I used the remaining time for my other requirements in this course.

On May 23, I discussed to them the framework to use, and they agreed to it. It is important for them to know the framework because they will also use the result of the study as additional documents to their e-Governance Award application to DICT. After observing the team about their strategies in developing a big project, I went home and continued to work on my requirements.

Week 2

Company  : Provincial Government of Davao del Norte
Address     : Capitol Compound, Mankilam, Tagum City
Date           : May 18-19, 2017

On May 18 at 7am in the morning, we leave Capitol Compound on our way to Island Garden of Samal for the systems users training and evaluation on e-Governance Program. On our way, Sir Edwin, one of my mentor hand me the schedule of the activities.

We arrive late due to traffic at the Barge Port in Sasa, Davao City for many are entering Samal Island because of summer time. Samal is the leading tourist destination here in Davao region. We proceed directly to Samal District Hospital for the Technical Assessment and HRIS users training. Samal District Hospital is under the administration of the Provincial Government of Davao del Norte that's why they train the personnel there on how to use the HRIS system. More emphasis is given on one of the modules of HRIS system which is the Re-Organization of Personnel module. This module is the one handling their Personal Data Sheet(PDS) of each personnel as a basis for re-ranking and reorganization of personnel. On the other hand, other IT personnel install new hardware and software system and fix the network of the said hospital to make it ready for the new system to be installed.

Sir Edwin give the orientation to the medical and admin staff of the hospital. As I listen to the orientation and watch the demonstration of how to use the system, I’ve learned that they are implementing the system using Web and mobile technology. Filing and approving of sick leave, vacation leave, pass slips, travel orders and pass slips can now be done using the web or mobile application. For now, the mobile app is on Android platform, but they are now preparing to apply it using iPhone/iOS platform. He also demonstrated on how to input and update their PDS using the system. As a government employee, we are obliged to make updated PDS every year and must follow the prescribed format set by the Civil Service Commission and print at least 5 copies of it. With the use of this system, it will be easier for them to update their PDS anytime, anywhere.

Then we proceed to Fernandez Beach Resort, the place we stay for the night and other activities will be held. We have our lunch at 1pm since they start late.  At 2:30pm, action planning for ICT was facilitated by Mr. Bernier, the ICT section head. They discussed their plan on the IT hardware infrastructure of the province for the year 2017 to 2018. They collectively agreed that other activities would be held the next day.

On May 19, after breakfast, they started early in their activities for us to go home early. They discussed their action plan for IS this time spearheaded by Mr. Garay, my other mentor. And then followed by Mr. Edwin for the action plan for Business Process Review and Documentation. I have learned so much from their presentation and discussion. They lay all their plans and strategies to be able to implement e-Governance program. During these activities, I was also asked to give any comments or recommendations especially in their implementation of IT hardware infrastructure and IS system development.

They also discussed the requirements needed in e-Governance Award of DICT. The Provincial Government of Davao del Norte is applying for the award. They said that they need a research output that assessed their implementation of HRIS since this is new to the province. My mentors ask me to do the research as their requirement for my industry immersion. Since we also required to have a research output for this course, I accepted the challenge, and with their help, I can finish the research study in this very short time. After lunch, we have our rest and prepare for our departure back to Tagum City.

Week 1

Company  : Provincial Government of Davao del Norte
Address     : Capitol Compound, Mankilam, Tagum City
Date           : May 15-16, 2017

May 15, 2017, is the first day of my immersion. I proceed directly to the IT division where the head is one of my mentor in this immersion course. During this day, they are busy re-installing their system in different office because they are transferred temporarily to another office. I have learned that because of the e-Governance program, they are implementing, a new section was created. The IT section is now composed of two section, the IT hardware infrastructure section and the Information System section. They are all under the  Provincial Administrators Office. I was advised to come back the next day.

The next day, I was given a brief orientation about their current setup. The two sections of IT division will now work under the special project called e-Governance. The program executive officer is the governor of the province; program manager is the provincial administrator. This program was created to strengthen their operations with the used of information technology. I was told initially that my task maybe to conduct research on their implementation of HRIS system. I was also invited to attend to their systems users training and evaluation on e-Governance program on May 18-19, 2017 at PeƱaplata, Island Garden of Samal, Davao del Norte.

Introduction

Before our scheduled orientation of our industry immersion course this summer, I already have a preferred company in Davao City where I want to spend my industry immersion. I initially contacted them and inquired what their requirements are. They require some documents such as endorsement letter and some details of my requirements. On May 2, 2017, we have our industry immersion orientation with our adviser. During this time, our adviser gives us the details of our requirements of the course.

To limit my expenses and also for a limited time we have, I change my preferred company which is now located in my home city and email it to our adviser for my endorsement letter. After I receive the endorsement letter from our adviser last May 6, in the next Monday, May 8, I visited the office bringing with me my application letter together with the endorsement letter. I proceed directly to the office of their IT section since it is the office where my industry immersion needs and luckily I was able to talk to the head of their IT section, and he said that my application is very timely since they have just implemented some new technologies and they have newly approved program called as e-Governance. They assure me that they will help me with the application. I come back the next day, and luckily, I was able to talk the administrator. He gave his approval of my application, but he instructed me to send first my application to their admin section as standard operating procedure. The admin clerk who received my documents said that my documents would be sent to the HR department and they will inform me when will I start. I did not receive any text or information about my application the next day. So I visited the office of the IT section head the following day, and he personally asks the HR about my application. I was given the Letter of Acceptance by the provincial administrator on May 12, 2017
